7th Sea: City of Five Sails is an expandable card game for 2–4 players, typically played with two, with games lasting about 80 minutes. Set in the swashbuckling world of the 7th Sea roleplaying game, it centers on the independent and unruly city of Five Sails.

Each player represents a leader from one of five factions. Together with their allies, they explore locations and compete to influence, control, and explore the city. Victory depends on fighting both with swords and with wits as players struggle for overall influence.

Every player brings an individual deck to the game, while a separate shared deck represents the city itself. This city deck introduces unusual characters, items, and events, continually changing the focus of the game and adding variety to each contest.
