About this board game

Europe in Turmoil II: The Interbellum Years 1920-1939 is a two-player political card-driven game about the struggle for influence in Europe between the two World Wars, with an approximate play time of 240 minutes.

One player represents the Moderate Left, including socialists and liberals, while the other represents the Moderate Right, including conservatives and nationalists. Although both sides are moderates, the cards feature some of the era’s more extreme people and factions.

These powerful figures and groups can help players make rapid political gains, but relying on them comes at a cost. As a player becomes less moderate, their prospects in the long game may suffer, creating a constant tension between immediate influence and lasting political balance.

The map reflects the political reality of interwar Europe through six scoring regions:

  • Germany
  • France
  • Italy
  • United Kingdom
  • Spain
  • The Little Entente of Yugoslavia, Romania, and Czechoslovakia

Instead of a single Naval Arms Race, the game features seven concurrent Rearmament races: one for each scoring region and another for the Soviet Union. A new extremist marker facilitates support checks, replacing the stability and mobilization decks used in the earlier game.

Play unfolds across three distinct periods: the Roaring Twenties, the Great Depression, and the Appeasement period. Europe in Turmoil II challenges players to decide whether to extinguish the forces of extremism or fan their flames while pursuing Domination.
