About this expansion

Deep State: Global Conspiracy is a 2020 expansion for 1–5 players, with a play time of approximately 75 minutes. It extends the Deep State experience with four modules that can be added in almost any combination.

Each module introduces new projects, cards, or rules that reshape the struggle for influence. Some components are mini-expansions that can be added separately, while the rules provide recommendations for combinations that work especially well together.

  • Strong-Arm Tactics: Discard cards to advance in Counter-Terrorism, use Agents from your Recruitment Pool during missions, and eliminate opposing Agents while advancing. Black Operations add a new type of Covert Operation, resolved in order from Cyber Threat to Eco Terrorism and Blackout.
  • Fourth Estate: Advance in Global Media by sacrificing Treaties you have already made. In return, capture an Objective card with each advance, while Trends provide temporary advantages and opportunities to gain Influence.
  • Reptiloids: Replace the Deep State Project with a fictional conspiracy involving lizard-like aliens from Nibiru. Compete for Reptiloid Objectives, make Treaties while ignoring their conditions, and gather Influence by collecting enough Special Interest emblems.
  • Superiority Doctrine: Replace three base-game Projects with Nuclear Power, Worldwide Bank, and World, Inc., each offering a distinct ability involving Ghost Agents, distant cards, or returning Agents and generating Influence.

With its modular design, Deep State: Global Conspiracy lets players tailor the expansion to the experience they want. Detailed solo rules are included for every module, making all four suitable for one to five players.
