Narvik: The Campaign in Norway, 1940 is a two-player operational-level wargame about the German invasion of Norway in spring 1940, with an average play time of 241 minutes.

One player commands Germany, while the other represents Norway and her Allies: Britain, France, and Poland. Across sequenced turns, players move their units, engage in combat, destroy opposing forces, and pursue geographic objectives. Germany seeks to occupy Norway; the Norwegian player aims to prevent occupation or impose the greatest possible toll on the invaders.

The game is presented as two games in one. Its historical game faithfully recreates the situation and allows players to explore the alternatives available to the opposing field commanders. On the strategic level, Narvik can also be combined with other games in The Europa Series, using the supplied Norway and Sweden counters in compatible Europa-scale strengths.

The first edition, released in 1974, includes three map sheets, two and a half sheets of die-cut counters, a rules folder, and charts covering orders of battle, reinforcements, unit composition, terrain effects, combat results, and turn tracking. The second edition includes two full map sheets, three counter sheets totaling 720 counters, a bound rules booklet, and Norwegian and Swedish Europa-scale order-of-battle and mobilisation supplements.
