Starbase Jeff is a pipe-laying board game for 2–4 players, with a listed play time of 60 minutes. Players strategically place and build onto sections of a starbase while working to maximize their profits.

The game is played over a given number of rounds, and any number of rounds can be played. Each round lasts approximately 20 minutes, allowing players to shape the overall length of a game according to the number of rounds selected.

During play, money is central to the competition. Players use play money, chips, or another suitable form of money, and whoever has made the most money by the end of the chosen number of rounds wins the game.
