Seven different rail companies are available to develop. On a turn, a player can extend a railway, but other stockholders may veto that action. Exercising this power can come at a cost, as vetoing an action might require stockholders to give up some of their shares.
The railways are constantly moving toward possible conflict. When the rail lines of two companies touch, those companies merge into one, changing the structure of the game and the opportunities available to their stockholders. Careful expansion and share management are central to staying profitable as the network develops.
