Waterloo 1815: Fallen Eagles is a regiment- and battalion-level simulation of the Battle of Waterloo for 1–3 players, with a listed play time of 720 minutes. Set on a map where each hex represents 200 metres, it recreates the French, Anglo-allied, and Prussian orders of battle of 18 June 1815.

The game focuses on morale, attrition, and the commitment of divisions and corps at the right moment rather than extensive tactical detail. Formations receive simple orders that limit their ability to respond immediately to changing priorities, while players choose the sequence in which formations activate. A random turn-ending procedure means that command problems can leave some formations unmoved.

Combat is designed for quick but realistic resolution, with units rated for size, quality, and movement. Players must decide which unit leads an attack and takes the first fire, knowing that a failed morale test can turn a promising breakthrough into a stalled assault. Cavalry can move from one zone of control to another, but doing so may expose it to counter-charges or additional opportunity fire.

The complete battle is supported by scenarios covering Hougoumont, the D’Erlon attack, and Plancenoit. What-if options allow players to explore changes such as an earlier or later Prussian arrival or weather that permits an earlier French attack. With more than 400 counters, a large two-part map, play aids, a rulebook, and a playbook, Waterloo 1815: Fallen Eagles presents a tense test of command, timing, and endurance.
