About this board game
Concilium Urbis is a city-building game for 1–6 players, played over seven rounds in about 60 minutes. Set in a future where mines drive the economy, it takes you to Celestia Quasaris, an uninhabited planet rich in the valuable mineral Crystalon Celestia.
The six great kingdoms of Infiniton have each established a mining city on the planet. Their rulers meet annually in the Concilium to define the laws governing this new world. As you develop your city, every tile can contribute to your final score according to the current Law cards.
Law cards establish the scoring patterns for the game, while voting gives you the opportunity to change how those patterns are valued. Within the Laws deck, each law has one card that increases its scoring ratio and another that decreases it. Two cards are removed at the beginning, making it important to manage the information available and make your votes count.
Each of the seven rounds follows four distinct phases:
- Reveal: bring the round’s information into play.
- Construction: develop your mining city through tile placement.
- Production: handle mineral-energy management.
- Voting: influence the laws that shape scoring.
Across the game, alliances, voting, mineral-energy management, and tile placement all form part of the scoring experience. When the final scores are calculated using the laws, the player with the highest score wins.
With its changing scoring ratios and hidden information surrounding the removed Law cards, Concilium Urbis combines city development with political decisions on a distant mining planet.
