About this expansion

51st State: Master Set – Three Cities is a 2017 board game for 1–4 players with an approximate play time of 90 minutes. It adds three different city tiles that produce and accumulate resources throughout the game.

Each city produces one type of resource: location cards, workers, or ammunition. Unlike other resources that may be removed during cleanup, the resources accumulated by these cities are not removed during cleanup, allowing their stores to build over time.

The cities are treated as shared grounds. Multiple players can make a deal with the same city, and every player who has made such a deal receives that city’s specified resources during each production phase. This creates a shared resource opportunity that can benefit more than one player.

There is also a decisive alternative to continued cooperation: one player can raze a city. When this happens, that player receives all resources accumulated on the city tile, and the tile is removed from the game. The choice between making a deal and eventually destroying a city gives these locations a clear strategic tension.

Three Cities was initially included among the 2016 pre-order promos for the 51st State Master Set before being released separately through the webshop in 2017. Printed rules are not included; the rules must be consulted on the Portal website. This compact addition gives 51st State: Master Set a focused set of shared production locations with resources that can be negotiated over, collected, or claimed in one final action.
