City of Spies: Estoril 1942 is a board game for 2–4 players, with an approximate play time of 60 minutes. Set in Estoril, Portugal, during World War II, it challenges players to build the most powerful and influential secret organization of spies.
Estoril’s casino, beaches, hotels, and other famous locations form the stage for a contest shaped by diplomacy and espionage. Six locations are randomly selected for the first round, creating the setting where players will compete for influence.
Each player begins with the same hand of Agent tiles. In turn, players place these tiles into open spaces at the various locations on the board. The aim is to establish influence where the rewards can strengthen a growing spy organization.
