Kyoto is a negotiation game for 3–6 players that takes about 45 minutes, placing participants in the roles of national delegates at a climate conference.
Across a few fast-moving rounds, the delegates must work together to meet emissions-reduction targets and provide the funding needed to address climate change. Cooperation is essential, but it is never simple: every player is also trying to protect their own country’s wealth and pursue a secret agenda.
The central challenge is deciding how much each country is willing to contribute. Players may be reluctant to give more than absolutely necessary, creating a tense balance between collective responsibility and personal interest. The conference can only succeed if the delegates manage to reach the required targets before the consequences become too severe.

Each round in which the group fails to achieve its goals inflicts serious damage on the planet. If that damage becomes severe enough, the conference fails immediately, and the greediest player cannot win. This gives Kyoto a sharp collective-stakes dilemma: individual success depends on preserving wealth, but pushing too far can bring failure for everyone.
When the conference succeeds, victory goes to the player who has best preserved their wealth. With its climate-change setting, short negotiation rounds, and competing public and private interests, Kyoto turns a major global issue into a focused contest of compromise, calculation, and restraint.
